In addition to the police officers and a drug-sniffing dog, officers from the "Drugs in Road Traffic" seminar from the NRW State Office for Training and Personnel Affairs (LAFP) also took part in the check. They had previously received specific training on how to recognize drivers who might be under the influence of drugs.
The City of Duisburg - through the Citizens' and Public Order Office, the Road Traffic Office and the Enforcement Office of the Department of Accounting and Taxes - and the fire department were also involved in the check.
The police's tally: 66 vehicles checked and 103 people checked. A doctor took blood samples from five drivers because it was suspected that they were driving under the influence of drugs. Four times they wrote criminal charges because drivers did not have a valid driving license. Regardless of whether they were under the influence of drugs or without a driving license: the car stopped and they continued on foot. In addition, the officers found eleven violations that resulted in misdemeanor charges.
The employees of the city of Duisburg checked 17 cars with foreign license plates. The aim was to check whether there might be an obligation to register the vehicles in Germany so that they would then be subject to insurance and MOT approval here. As there were grounds for suspicion, the Road Traffic Office is now investigating seven cases of forced re-registration of the vehicles. In two cases, external road traffic authorities are involved as the owners are not resident in Duisburg. In one case, credible assurances were given that the vehicle was to be re-registered the next day, which actually took place after an interim check.
The City of Duisburg's Office for Accounting and Taxes was also involved in the checks and enforced outstanding fines on the spot in five cases. In addition, the Municipal Field Service of the Citizens' and Public Order Office wrote a misdemeanor report in six cases due to various irregularities (for example due to defective lighting) and in six cases they levied a warning fine due to a missing environmental sticker.
